Capacity Building and Technical Assistance

HomeBase is a national leader in capacity building and technical assistance (TA), supporting agencies and CoCs in designing and implementing effective, evidence-based programs and systems that maximize impact and sustainability. Our work is driven by responsiveness to community needs, cutting through complexity and providing communities with the tools to help people reclaim their lives. HomeBase’s technical assistance work includes:

  • Facilitation of state, regional, and community planning and collaboration to integrate and strengthen health, housing, and service systems
  • Data collection, gaps analyses, and strengths/needs assessments to identify and address systemic issues that cut across programs
  • Direct TA informed by the current challenges individual communities face, to turn best and emerging practices into on-the-ground programs
  • Support for community based organizations in strengthening board and human resources, administrative/financial management, grant writing, and program development to better achieve their mission/vision
  • Building CoC and agency capacity to align with national policy and regulatory requirements and HEARTH Act compliance
  • Community-tailored HMIS, Coordinated Entry, Performance Measurement, CoC Policies and Procedures, and CoC resource and infrastructure development.

Our capacity building and technical assistance work is carried out in two ways:  

  1. HUD Technical Assistance:  HomeBase is a United States Department of Housing and Urban Development (HUD) technical assistance (TA) provider.  Click on the link for information on how to access HUD TA.
  2. Private Contracts:  HomeBase provides direct assistance to public and non-profit agencies and Continuums of Care through contracts that detail the specific services and assistance needed.  Examples include: Southern Nevada/Clark County Homeless Housing and Services Gaps Analysis
