Contract and Proposal Manager

Homebase seeks a Contract and Proposal Manager to join our passionate and growing team. The base salary range is $78,000 – 90,000, contingent on experience. The position also comes with a comprehensive benefits package. Part time and remote candidates will be considered.

Homebase is a national public interest nonprofit dedicated to the social problem of homelessness. Our mission is to end homelessness, prevent its recurrence, and decrease its effect on communities. We work at the local, state and national levels to support communities in designing systems and implementing responses to homelessness while fostering collaboration and collective impact in addressing its political and economic causes.

Our main office is located in San Francisco, CA, and we have remote staff in several states across the country.

Summary

The Contract and Proposal Manager is a key member of the Homebase administrative team, working closely with Homebase’s Director of State and Local Programs and Finance Director to ensure competitive project proposals and efficient systems and management of Homebase’s State and Local Program contracts and grants. This position also works closely with other members of the State and Local Programs team to support Homebase’s grant and project proposal processes and expand our work with states, counties, and other stakeholders in furtherance of the Homebase mission.

This is a dynamic position with room to grow, working closely with administrative and programmatic staff across the organization to build efficient internal processes and support Homebase’s finance, development, and program administration.

Responsibilities

This position oversees and supports processes relating to contract administration, client management, and proposals and business development, including:

  • Coordinate Homebase’s State and Local Programs contracting processes with states, counties, foundations, and other partners

  • Serve as a primary point of contact with Homebase clients and potential clients to finalize work agreements and set up electronic payment processes

  • Review contracts and identify and track applicable provisions to support compliance with contractual obligations, including obtaining and providing insurance certifications

  • Assist program leads with contract and grant implementation, including by conducting regular spenddown analyses, supporting compliance with administrative requirements, tracking contracting-related deadlines, and identifying gaps and issue areas

  • Problem solving and working with the team to improve Homebase systems for tracking, administering, and renewing contracts to enhance efficiency, and support annual audit processes for Homebase’s State and Local Programs contracts and grants

  • Oversee Homebase’s processes for responding to requests for proposals (RFP) and other funding opportunities

  • Coordinate development of competitive applications, and assist with identification and tracking of funding opportunities

  • Assist with proposal writing and submission, including drafting content and preparation of scopes of work and budgets

  • Develop and administer internal systems to track and archive Homebase submission materials to streamline application processes and enhance effectiveness of Homebase proposals

  • Other development, marketing and operations support as needed

Qualifications

Successful candidates must possess:

  • Exemplary customer service skills and ability to communicate professionally and responsively with Homebase’s clients and funders, verbally and in writing

  • Excellent writing and editing skills, including persuasive writing, strategic messaging, and distillation of concepts for proposals and grant applications

  • Extremely well organized, including strong attention to detail and ability to prioritize and manage multiple ongoing projects under strict deadlines

  • Ability to effectively coordinate and manage projects across multiple collaborators in a 50+ person organization

  • Knowledge of Excel and ability to learn new systems such as Homebase’s project analytics and time management software; experience developing and tracking budgets is a plus

  • Flexibility, strong interpersonal skills and able to succeed in a warm and supportive team-based environment

Homebase prefers candidates with:

  • BA/BS degree or equivalent experience

  • At least 6+ years of workplace experience with contract management and submission of robust grant and project proposals, with demonstrated increased responsibility

  • Extensive experience overseeing administrative processes across multiple internal teams and staff

  • Non-profit development, marketing, or grant-writing experience is a plus, but not required
