Directing or Sr. Analyst (Special Initiatives)

Our team is growing! Homebase is adding a position for an experienced Senior Policy Analyst or Directing Analyst (DOE) to focus on strategic initiatives with our passionate national team. The position is based out of our office in San Francisco but is currently remote due to Covid-19. Homebase is a public interest nonprofit dedicated to the social problem of homelessness. Our mission is to end homelessness, prevent its recurrence, and decrease its effect on communities. We work at the local, state and national levels to support communities in designing systems and implementing responses to homelessness while fostering collaboration and collective impact in addressing its political and economic causes.

Summary

The Senior Policy Analyst/Directing Analyst position is an exciting opportunity to build a new role at a special organization focused on a crucial and complex intersectional issue. In collaboration with the Homebase Executive Director and other members of the Homebase team, the Senior Policy Analyst/Directing Analyst will develop and implement strategies to foster thriving, inclusive communities that promote access to housing, health and wellness. This is a dynamic position at a flexible, supportive, and growing organization, working closely with a diverse team of internal and external partners to end the crisis of homelessness.

Responsibilities

  • Provide thought leadership to develop and foster innovative, sustainable approaches to transforming community capacity, systems, and programs to prevent and end homelessness.

  • Build effective relationships with diverse internal and external partners to advance intersectional solutions, including across jurisdictions, systems and sectors, to identify and implement a shared vision, goals and strategies.

  • Communicate with public and private partners about root causes of homelessness and Homebase initiatives to grow resources and advance systemic solutions that reflect core principles of equity and anti-racism.

  • Engage and facilitate stakeholders with diverse backgrounds and lived experiences in developing collective impact structures, strategic planning, and translating plans to tangible action with measurable outcomes.

  • Design and lead human-centered research and planning processes, workshops, and peer learning opportunities for communities and service provider agencies to build capacity and sustainably incorporate best and emerging practices.

  • Develop sophisticated written reports, presentations, grant proposals, and tools that leverage data to identify policy and programmatic strategies that overcome barriers to ending homelessness.

  • Manage a dynamic array of projects with our collaborative team of homelessness and supportive housing experts.

 

Qualifications

Successful candidates must possess:

  • Ability to succeed in a warm and supportive team-based environment committed to organizational values of diversity, equity, inclusion, and belonging, and embracing anti-racism.

  • Extensive experience working with public and private system leaders and organizations, including government, philanthropy, and nonprofit, to advance solutions to social challenges.

  • Demonstrated success developing proposals and managing and growing grants and other resources available to support strategic initiatives.

  • Strong facilitation, public speaking, and writing skills; adeptness at communicating complex concepts effectively to our various audiences.

  • Ability to manage projects involving multiple stakeholders and cultivate collaborative internal and external partnerships with diverse teammates, clients, and stakeholders from different backgrounds.

  • Curiosity, creativity, flexibility, and willingness to learn a complex niche sector.

  • Relevant advanced degree (MPA, MPP, JD, etc.) or equivalent experience.

  • At least 8+ years of relevant experience with demonstrated increased responsibility; experience managing/cultivating staff and coordinating projects across various internal and external teams and partners is a plus. (Applicants with less experience may be considered for other positions within the organization if available.)

HomeBase prefers candidates with:

  • Demonstrated commitment to the public interest and passion for addressing homelessness and poverty.

  • Prior experience developing anti-racist systems and conducting community planning processes reflecting core principles of equity and inclusion.

  • Knowledge of state and local governmental agencies and systems (criminal justice, health care, etc.) and/or housing and homelessness systems and programs.

  • Experience with human centered design, adult learning, and change management principles.

  • Special consideration will be given to applicants with lived experience of housing instability, homelessness, or criminal justice involvement, including arrest and conviction records.
