Race and ethnicity are predictive of many socioeconomic outcomes, including housing-related outcomes and outcomes that directly contribute to homelessness and housing instability. Many factors contribute to people of certain races and ethnicities experiencing housing instability and homelessness at disproportionately high rates and facing greater barriers to securing stable housing. While no single sector or type of agency can address every factor, every system, provider, and individual has a role to play. These tools are intended to support Public Housing Authorities (PHAs) as they engage in planning activities to identify racial disparities in their voucher programs and develop strategies and action steps to address those disparities in service of advancing racial equity.
