No one should be punished for being unhoused.

Homebase partners with communities to break the link between homelessness and incarceration.

Disrupting the cycle of homelessness and incarceration requires collaboration.

Amidst a nationwide housing crisis, people are being punished simply for surviving outside. Enforcement and incarceration destabilize individuals and their communities, and people with criminal records face steep barriers to accessing housing and services. Homeless response and criminal legal systems are over-burdened and siloed, due to policy decisions that have systemically invested in punishment rather than support.

Our Criminal Legal System Initiative (CLSI) helps communities find creative, cross-sector solutions to better serve people at the intersection of homelessness and the criminal legal system. We work to improve outcomes in both systems - from preventing arrest to ensuring access to housing after incarceration. We will work with you to develop strategies that work for your community.
