Contracting Opportunity: Youth Collaboration TA

Homebase is seeking contractors to provide youth collaboration technical assistance (YCTA) to YHDP communities. The work involved will include direct TA (including on-site visits, if needed and approved by the HUD), group learning, and collaboration. This YCTA represents the first year that YHDP communities will receive an additional year of YCTA during the YHDP process and will be focused on engaging and prioritizing youth and YAB involvement in YHDP project development and implementation, as well as the development and implementation of a continuous quality improvement plan for the YHDP projects. This work may include identifying and assisting the YAB in individual communities to update the Coordinated Community Plan, identify new opportunities for the YAB engagement in CoC policies, and other activities related to youth homelessness in the community. This work will also include developing group learning options for YABs to learn together and ask questions of TA providers, HUD staff, and each other to increase the YAB knowledge and capacity. The work conducted will be reported to HUD through a milestone tracker and in quarterly performance reports.

Services will be procured by Homebase in its capacity as the prime recipient of federally funded cooperative agreement(s). Any resulting contract will be subject to applicable federal requirements, the terms and conditions applicable to the underlying federal award, and Homebase’s procurement policies and procedures.

To apply for this opportunity email subcontracting@homebaseccc.org before COB September 18, 2026 (PDT). If you have already submitted qualifications and rates to Homebase this year, please note that in your communication.
