Homebase helps communities and agencies set ambitious and achievable goals, identify priorities, and mobilize for impact. We develop state- and county-level homelessness plans that reflect local realities and result in consensus and collaboration across multiple sectors. We also coordinate agency-level planning, aimed at reinvigorating organizational vision, expanding or integrating services, and incorporating best practices.
Our Model
Our planning processes are consciously designed to:
Offer a dynamic space for disruption and innovation
Expand involvement and buy-in
Educate participants, exposing them to new information and perspectives
Build collaboration and new partnerships
Include people with lived experience of homelessness in priority-setting, design, and implementation
Identify solutions based on data and best practices
Our Approach
Our approach to planning is pragmatic and tailored to local needs and priorities. We build partnerships, pilot collaborations, and leverage the planning process to advance long term goals.

By tracking progress on goals and action steps, communities can measure the effectiveness of their implementation. Our strategic plans ensure that all recommendations are linked to concrete performance metrics.
