As a Policy Analyst at Homebase, Carla works with Bay Area Continuums of Care to provide trainings, technical assistance, and support in evaluating and addressing needs and goals according to evidence-based best practices. Prior to joining Homebase, Carla worked as a state legislative policy advisor, with a focus on health and human services, insurance, and financial institutions legislation. Before working in the state legislature, Carla worked at a children’s advocacy organization to support child welfare system reform. Carla holds a Bachelor of Social Work, a Master of Social Work, and a Master of Business Administration from Florida State University.
