The California Department of Housing and Community Development (HCD) has released substantial proposed amendments to its 2015-2020 Consolidated Plan and the 2019-2020 Annual Action Plan. According to HCD, the proposed amendment language will be added to allow the state to access, facilitate, and distribute CARES Act funding to assist in the response to and recovery from the COVID-19 state of emergency.
The proposed amendments -- which include proposed rule waivers for CDBG, ESG, and HOPWA as well as proposed ESG-CV allocation amounts -- are subject to a public comment period of five days (per waiver of federal regulations). Communities are encouraged to review these amendments and provide comments to HCD by April 22, 2020, at 5:00 p.m. Written comments may be submitted to ConsolidatedPlan@hcd.ca.gov.
